If you are a beginner I would recommend a free plan as the basic editing functionality is very basic. The next step is to upgrade to the starter version which is at $9.99 and here you will be able to edit your photos to create very basic adjustments to your photos. At this point if you decide you want to delve deeper into Photoshop Elements then you can upgrade to a basic version for $14.99 or a pro version is $19.99.
